Do Out of Office API calls count against our Jira rate limits?

No.

A call to this API authenticates with an Out of Office token against the app's own base URL, not with your Jira credentials against Jira's REST API.

The work the app then does in Jira, such as reassigning work items, is ordinary app traffic and is subject to Jira's limits like any other app.
