What can the Out of Office REST API do?

It reads, creates, updates and deletes out of office rules, and nothing else.

A PERSONAL-scope token reaches only its owner's rules; an ADMIN-scope token reaches the rules of whichever users the request names, so one integration can cover the whole site.
