Why can't I add or edit rules on a board?

Only board owners or admins can add, edit, or delete rules. As a user, you will only have read-rights to see the rules on that board.

What happens when I delete the app view from a board?

Deleting the view will only close it, but the rules that have been previously set will keep running. If you want to delete the rules, you need to delete them individually and directly from the app's board view.

Why can't I add required field rules to a new board even though I'm an admin or a board owner?

This could mean you are in the app's free version and can only use it on up to three different boards. In order to be able to add rules to an extra board, you would need to upgrade to the paid version, which allows you an unlimited number of seats and rules, or you can delete the rules from another board to stay within the three boards limit.

What type of data is being tracked?
